How it works
Instead of guessing a quality setting, ImgToSize runs a fast search over JPEG quality levels to find the highest one that stays under your limit. If even the lowest reasonable quality is too big, it gently reduces the pixel dimensions and tries again. The result is the sharpest possible image that still passes the upload check.
